The Los Angeles Homeless Services Authority (LAHSA) is issuing this Request for Proposals (RFP) to fund housing and services for homeless families in the City and County of Los Angeles. Programs funded under this RFP will be required to operate as collaborative partners within the existing Los Angeles County Coordinated Entry System (CES) for Families. Consistent with the City of Los Angeles “Comprehensive Homeless Strategy” and the Los Angeles County Homeless Initiative “Approved Strategies to Combat Homelessness” intention to more closely integrate our regional response to all populations experiencing homelessness in LA, LAHSA and its City and County funding partners are formally renaming the Homeless Family Solutions System (HFSS) as the Los Angeles Coordinated Entry System (CES) for Families. Programs funded under this RFP will be required to operate as collaborative partners within the Los Angeles Coordinated Entry System for Families, as they have within the former HFSS. This RFP does not provide funding to programs to provide housing or services to homeless single adults or Transition Age Youth (TAY) without custody of a minor child or unaccompanied minors under the age of 18.
Programs funded under this RFP will utilize Los Angeles Continuum of Care (LA CoC) approved screening and assessment tools and are required to comply with standardized operating policies and procedures developed and adopted by LAHSA and the CES partners. Providers receiving funds under any system component are also required to participate in the LA CoC Homeless Management Information System (HMIS).
Funding for this RFP has not been finalized. Funding under this RFP is anticipated through General Funds from the City of Los Angeles (CITYGF) and the County of Los Angeles (CNGF), the County of Los Angeles Department of Public Social Services (DPSS), Homelessness Prevention Initiative (HPI) City of Los Angeles Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding from the City of Los Angeles and the County of Los Angeles.
This RFP is open to non‐profit organizations and government agencies that will coordinate with community based homeless systems of care to provide the housing services outlined in this RFP for the benefit of homeless families, and families at‐risk of homelessness, which includes victims of domestic violence.
